EL FORO DE SAO PAULO UNA AMENAZA CONTINENTAL

Bogotá, 4 de marzo.- Salió a la venta en Colombia el libro “El Foro de Sao Paulo: una amenaza continental”, impreso por la editorial Random House-Mondadori, el cual analiza la crisis que vivió Honduras luego de la destitución del ex presidente Manuel Zelaya.
El nuevo libro, del escritor venezolano Alejandro Peña Esclusa, está dedicado “Al valiente pueblo hondureño, por defender su democracia con tanta firmeza y determinación”, y analiza con detenimiento las causas que llevaron a la sucesión presidencial, la reacción precipitada de la OEA y de otros actores frente a la crisis, y el “destape” de Lula, al amparar a Zelaya en la Embajada de Brasil.
El autor presenta un punto de vista novedoso, según el cual los organismos multilaterales latinoamericanos han sido “secuestrados” por el Foro de Sao Paulo, organización creada por Fidel Castro y Lula da Silva en 1990, y que agrupa, entre otros, a Hugo Chávez, Evo Morales, Daniel Ortega y al Partido Socialista de Chile, en el cual milita el Secretario General del OEA, José Miguel Insulza.
El libro repasa la historia del Foro de Sao Paulo, sus orígenes, crecimiento y desarrollo, e incluye un análisis de los temas que más han sacudido la región, la respuesta del Grupo de Río frente a la Operación Fénix, el papel de Unasur en los acuerdos de cooperación militar entre Estados Unidos y Colombia, la masacre de Pando en Bolivia y los hechos acaecidos en la zona amazónica de Bagua en Perú.
En la contraportada del libro, el ex ministro colombiano Fernando Londoño escribe “Hay muchos libros sobre historia. Hay otros, menos, que pretenden ser proféticos. Pero hay muy pocos que siendo historia rigurosa se convierten en profecía. El libro de Alejandro Peña Esclusa sobre el Foro de Sao Paulo es de este linaje”.
Por su parte, el conocido escritor Plinio Apuleyo Mendoza afirma: “No es posible entender lo que ocurre hoy en América Latina sin saber cómo surgió y qué se propone el Foro de Sao Paulo. Las revelaciones contenidas en este libro muestran la realidad y los peligros del llamado Socialismo del Siglo XXI, la manera cómo gracias a la estrategia diseñada en dicho Foro consiguió en Venezuela y otros países llegar al poder, demoler las instituciones democráticas y confiscar las libertades al amparo de una ideología fracasada en Europa y revivida en este continente. Una amenaza nunca antes vista en la región es desnudada en su origen y toda su magnitud por Alejandro Peña Esclusa”.
Este es el primer libro que se publica luego de finalizada la crisis hondureña, que culminó con la toma de posesión del nuevo presidente, Porfirio Lobo, a finales de enero pasado.
El libro ya está a la venta en las principales librerías de Colombia y posteriormente estará disponible en otros países de la región

São Paulo Forum
The São Paulo Forum is a forum parties and groups left American, founded by Workers Party of Brazil in São Paulo in 1990 . According to its founders, the Forum was established to bring together efforts of leftist parties and movements, to discuss the international stage after the fall of Berlin Wall and consequences of Neoliberalism in the countries of Latin America and Caribbean . Latin American members of the Forum of Sao Paulo have a say, however to attend Forum meetings also parties and leftist social movements in other regions of the world (as Europe and Asia ), which only have a voice but no vote (although they vote in special commissions).

Twenty years after most of its members would agree with the polls to exercise the government in different countries or be part of ruling coalitions, others would become first opposition party. Sao Paulo Forum Chavez recognizes importance of that organization Managua, May 20. - Within the framework of the XVII Meeting of the Forum of Sao Paulo (FSP) held today in Nicaragua, South Radio did an interview with the Secretary General of the organization, Walter Pomar (1), who recognized that the electoral victory of Hugo Chavez in 1998 catapulted the potential of the FSP. The Brazilian Walter Pomar said the Sao Paulo Forum has had two great historical moments: the first was the beginning of "resistance against neoliberalism" and the second time was great "in 98 with the election of Hugo Chavez." Pomar recently admitted that the left suffered a setback in the region, because "the right still rules in countries like Mexico. Lost elections in Chile, Costa Rica, and Panama."
Pomar considers the FSP experienced a severe defeat "the coup in Honduras." He adds that "the left has to work hard to defeat the right, but hopefully the Commander Ollanta Humala wins the elections" in Peru. Hugo Chavez sent a letter of greeting to those attending the XVII Meeting of the FSP, which reads: "This new meeting of the Forum of Sao Paulo is crucial, we must establish a common strategy to deter and defeat the counterattack of the right that is to reverse the change in time." (2) The Secretary General informed the FSP South Radio that the meeting "as he had to partner Ricardo Alarcón, member of the Central Committee of the Communist Party of Cuba and President of the National Assembly. The next meeting of the Forum of Sao Paulo will be in 2012 in Caracas, Rodrigo Cabezas confirmed (PSUV) from Managua. This is provided Terra a note: The Sao Paulo Forum on Friday expressed its support for the president's reelection plans of Nicaragua, Daniel Ortega, and the presidential candidacy of Ollanta Humala, Peru Wins alliance, after a three-day conclave in Managua. The Forum "reaffirms its support for the FSLN and Daniel Ortega in the current electoral process, having the certainty that this Nov. 6 people at the polls Nicaragua reaffirm their vote of confidence" the Sandinista party, said delegates at a Declaration.
The resolution, signed by more than 150 leaders of Left parties on the continent, says that social policies implemented by the Sandinista government in the last five years "overcame fear" was in Nicaragua for the return of the left in power. Ortega's return to the government in 2007, after the revolution who presided from 1979 to 1990, is a "victory" for the entire left hemisphere indicated. ¿QUE ES EL FORO DE SAO PAULO Y QUE HACE REUNIENDOSE EN LIMA?

Foro de São Paulo El Foro de São Paulo es un foro de partidos y grupos de izquierda latinoamericanos, fundado por el Partido de los Trabajadores de Brasil en São Paulo en 1990. De acuerdo con sus fundadores, el Foro fue constituido para reunir esfuerzos de los partidos y movimientos de izquierda, para debatir sobre el escenario internacional después de la caída del Muro de Berlín y las consecuencias del neoliberalismo en los países de Latinoamérica y el Caribe. Los miembros latinoamericanos del Foro de Sao Paulo tienen voz y voto, sin embargo a los encuentros del Foro asisten también partidos y movimientos sociales de izquierda de otras regiones del mundo (como Europa y Asia), los cuales sólo tienen voz pero no voto (aunque sí votan en las comisiones especiales).

En el momento de su fundación en 1990 el único miembro que ejercía el poder ejecutivo en un país soberano era el Partido Comunista de Cuba. Veinte años después la mayoría de sus miembros accederían mediante las urnas a ejercer el gobierno en distintos países o formarían parte de coaliciones oficialistas, otros llegarían a ser primera fuerza de oposición. La elección por medios democráticos de Hugo Chávez en 1998 en Venezuela representó la llegada al poder del primer gobierno de izquierda en muchas décadas en Latinoamérica1 2 y el primer gobierno de un partido miembro del Foro de Sao Paulo (el entonces MVR futuro PSUV) después de Cuba3 .
Le siguió el triunfo de Luiz Inácio Lula da Silva del Partido de los Trabajadores en 2002 en Brasil, luego Tabaré Vázquez del Frente Amplio en Uruguay en 2004, Evo Morales por el Movimiento al Socialismo en Bolivia en 2005, Michelle Bachelet del Partido Socialista de Chile en 2006, Rafael Correa por Alianza PAIS en Ecuador en 2006, Daniel Ortega por el Frente Sandinista de Liberación Nacional de Nicaragua en 2006, Fernando Lugo por la Alianza Patriótica para el Cambio (hoy Frente Guasú) a la cual pertenecen varios miembros del Foro de Sao Paulo en Paraguay en 2008, José Mujica por el Frente Amplio en Uruguay en 2009,
Mauricio Funes del Frente Farabundo Martí de Liberación Nacional de El Salvador en 2009, Dilma Rousseff por el Partido de los Trabajadores de Brasil en 2010 y Ollanta Humala por el Partido Nacionalista de Perú en 2011. También hubo miembros del Foro de Sao Paolo que han formado parte de las coaliciones gubernamentales que respaldaron la candidatura y eventual gobierno tanto de Néstor Kirchner como de su sucesora y esposa Cristina Fernández en Argentina, como el caso del Partido Comunista de Argentina Congreso Extraordinario.
También puede destacarse que los partidos dominicanos Partido de la Liberación Dominicana y Partido Revolucionario Dominicano ambos son miembros del Foro y han tenido varios gobiernos en República Dominicana. En México el Partido de la Revolución Democrática es la principal fuerza de oposición y ostenta varias gubernaturas y la jefatura en Ciudad de México. En esa ocasión Reyes leyó un mensaje del comandante de las FARC, alias 'Manuel Marulanda.6 A partir del año 2005, el PT de Brasil no le permitió a las FARC participar más en el foro.5 Las FARC por su parte pidieron formalmente participación activa en el foro.7 Las FARC participan en otras organizaciones junto a muchas organizaciones también miembros del Foro de Sao Paulo en la Coordinadora Continental Bolivariana. [editar]Enlaces externos Foro de Sao Paulo reconoce importancia de Chávez para esa organización Managua, 20 de mayo.- Dentro del marco del XVII Encuentro del Foro de Sao Paulo (FSP) que se celebra hoy en Nicaragua, la Radio del Sur hizo una entrevista al Secretario General de esa organización, Walter Pomar (1), quien reconoció que el triunfo electoral de Hugo Chávez en 1998 catapultó el potencial del FSP. El brasileño Walter Pomar explicó que el Foro de Sao Paulo ha tenido dos grandes momentos históricos: el primero fue el inicio de "la resistencia en contra del neoliberalismo" y el segundo gran momento fue "en el 98 con la elección de Hugo Chávez". Pomar admitió que recientemente la izquierda sufrió un retroceso en la región, porque "la derecha sigue gobernando en países como México. Perdimos las elecciones en Chile, Costa Rica, y Panamá". Pomar considera que el FSP experimentó una severa derrota con "el golpe de Honduras". Añade que "la izquierda tiene que trabajar mucho para derrotar a la derecha, pero esperamos que el Comandante Ollanta Humala gane las elecciones" en el Perú. Así lo recoge una nota de Terra: El Foro de Sao Paulo expresó este viernes su respaldo a los planes de reelección del presidente de Nicaragua, Daniel Ortega, y la candidatura a la presidencia de Ollanta Humala, de la alianza Gana Perú, al término de un cónclave de tres días en Managua. El Foro “reafirma su apoyo al Frente Sandinista y al comandante Daniel Ortega en el actual proceso electoral, teniendo la certeza que este próximo 6 de noviembre el pueblo Nicaragua reafirmará en las urnas su voto de confianza” al partido sandinista, manifestaron los delegados en una Declaración. La resolución, firmada por más de 150 dirigentes de partidos de izquierda del continente, señala que las políticas sociales que implementó el gobierno sandinista en los últimos cinco años “vencieron el miedo” que había en Nicaragua por el retorno de la izquierda al poder. La noticia puede haber sido titular en los últimos años en cualquiera de las contiendas políticas al sur del Río Bravo. Pero ahora la prensa estadounidense, recogiendo opiniones de las que publican en Perú los diarios locales lanza la advertencia. Un artículo del diario The Wall Street Journal firmado por la periodista Anastasia O’Grady, especialista en temas latinoamericanos asegura que en caso de victoria electoral en los comicios presidenciales de Perú del candidato nacionalista Ollanta Humala, el crédito sería en gran parte del Partido de los Trabajadores (PT) de Brasil. Las implicaciones para la región en caso de ganar el ex militar serían “alarmantes” asegura O’Grady. El PT, recuerda la periodista, ha estado durante las últimas décadas cultivando y promoviendo agendas de extrema izquierda en el continente. En algunos casos los partidarios, y activos militantes del Foro de Sao Paulo han triunfado, en otras contiendas han sufridas amplias derrotas, pero no desmaya en el empeño. El Foro de Sao Paulo es el eje de esa política, que tras la caída del Muro de Berlín, y sin las premisas ideológicas de Moscú, aglutina lo mismo a los comunistas cubanos, a las narcoguerrillas de las FARC, o al gobernante venezolano Hugo Chávez. Los “cuadros” del PT ahora están tras bambalinas, promoviendo la agenda de Humala, tal y como informan varios diarios peruanos. Un mal ejemplo para los seguidores del proyecto del ALBA en el Cono Sur. El candidato Humala en el 2000 se sublevó contra Fujimori, y en el 2005 apoyó la intentona golpista de su hermano en el 2005. Esa imagen de violencia, recuerda el diario estadounidense, más los estrechos vínculos con Hugo Chávez en las elecciones pasadas obligan ahora al ex oficial a proclamar al ex presidente Lula da Silva como su ejemplo a seguir en el futuro, buscando marcar distancia con el gobernante venezolano. La cercanía con Chávez le fue fatal en los últimos comicios. Y para seguir el camino de Lula se encuentra en Lima Valter Pomar, Secretario Ejecutivo del Foro de Sao Paulo, calificado de “hombre de la extrema izquierda” y líder del comando electoral brasileño en Perú. El también vicepresidente del PT se ha encargado del trabajo organizativo del Foro, del reclutamiento de nuevos políticos, y es el vaso comunicante en las campañas presidenciales del continente con su agrupación trasnacional. Es la versión tercermundista de la Internacional Comunista que fundara Vladimir I. Lenin (Ulianov) y que por décadas utilizara Stalin. La diferencia radica en que en esta amalgama de gremios militan lo mismo comunistas como los de La Habana hasta trotskistas uruguayos, o decenas de variantes de organizaciones socialistas y comunistas. Tienen asientos los guerrilleros del ELN, de las FARC y los zapatistas. La prensa peruana, afirma la periodista estadounidense, ha denunciado la presencia de esos “expertos brasileños” en el país, quienes, al decir de Pomar pronostican victoria en Perú, México y Colombia. La advertencia para los peruanos está lanzada, finaliza O’Grady. Partidos con el membrete Partido Comunista llegaron de cinco países, y el Perú aportó dos. Los PCs viven hoy en un extraño limbo: se han desprendido de buena parte de sus raíces más radicales y sus lazos con el exterior han perdido fuerza. Nadie espera que hagan la revolución, pero la disposición a acompañar en su ruta el avance de otros reformadores sociales sigue allí, como en los tiempos de los frentes populares. En un notable golpe de suerte para los PCs, la desaparición de la URSS, el triunfo del capitalismo chino y el avance del régimen cubano hacia la indigencia fueron reemplazados por el actual auge electoral de las izquierdas latinoamericanas. Ni un solo PC ha ganado una elección nacional, pero todos suelen aparecer cerca de esas victorias. En principio las izquierdas triunfantes no se interesan por las ideas de los diversos PCs (hoy un paquete a menudo difícil de desentrañar) y su nombre siempre es electoralmente contraproducente. Pero en muchos lugares sus cuadros disciplinados y su know how político son apreciados, y una vía rápida a las alturas del poder. Algunos dirán que en términos ideológicos los PCs se han sobrevivido a sí mismos. Aunque a pesar de que las ideas vienen diluidas, los PCs podrían argumentar que siguen en lo mismo: combatiendo contra fuerzas de derecha, defendiendo derechos de los trabajadores, prestando su colaboración a sectores progresistas y antiyanquis. Hay cosas que han salido de la pantalla. Por ejemplo la toma del poder, la dictadura del proletariado, la abolición de la propiedad privada. Pero en un mundo donde la izquierda se ha vuelto tan pragmática como la derecha, el solo hecho de no desprenderse del nombre de comunista parece un sacrificio principista. Que lo diga aquí el PC del P, Patria Roja. Como no se puede descartar que el PCUS o algo parecido vuelva al poder en Rusia, o que el PCCH acabe confrontado con el capitalismo occidental, o que los movimientos indígenas articulen una opción de poder más fuerte que la actual, no tiene sentido desahuciar a los PCs, que a pesar de todo resultan asolapados y persistentes opositores al capitalismo. Por obvias razones, en 20 años el Foro de Sao Paulo nunca se ha reunido en Lima, lo cual hace especial a este cónclave en el hotel Exclusive de Miraflores. Con asistencia de los dos PCs peruanos mencionados, más los partidos nacionalista y socialista. Con ganas o a desgano, los medios han debido prestar más atención a estos visitantes.

Dressed in white T-shirts that read "No to terrorism and violence," young students expressed their repudiation of the central order Movadef for granting amnesty to Abimael Guzman, founder of Shining Path, who is serving a life sentence for crimes terrorism. Demonstrators hurled slogans like "No to terrorism", "Down with Movadef", "Yes to Peace, No to Violence" during his shift, which ran for several miles from the university town of San Marcos and ended in Plaza San Martin in downtown Lima. The march, attended by students and teachers from various state universities, was led by Pedro Cotillo, rector of San Marcos, who stressed that the Movadef is an organization "that seeks to infiltrate to attract followers to impose their ideology violentista" . The Movadef was created by lawyers for Abimael Guzman and proposes an amnesty to prisoners walkers, as well as police and military involved in human rights violations in the past decades as steps towards a "national reconciliation". Shining Path, defeated in the mid-90s, armed conflict began in 1980 after twenty years left a balance of 69,000 dead and missing, according to figures from local human rights organizations.

Argentina Runs Out of Other People's Money

Eleven years after a debt and currency crisis that brought down the government of President Fernando de la Rúa, Argentina is again threatening to boil over in discontent. An estimated 700,000 porteños marched Nov. 8 in Buenos Aires (population 3.1 million), to express their opposition to President Cristina Kirchner. Even allowing for exaggeration by proponents who provided the estimate, it was a big deal. Naturally, since privately owned or operated helicopters were not authorized to fly over the event (Hugo Chávez doesn't allow them during protests in Venezuela either), it was difficult to measure crowd size. But the demonstration in Buenos Aires-as well as smaller marches held the same day in other cities-was significant. Mrs. Kirchner, who was elected to a second four-year term in October 2011 with 54% of the vote, appears to be in deep political trouble. To understand why, recall Prime Minister Margaret Thatcher's 1976 warning that socialists "always run out of other people's money. To the extent it has succeeded, the Kirchner economic model has relied on the 2001 default on $100 billion in debt and interest, a weak peso, protectionism, confiscation of private property, capital controls, broken contracts and high taxes. In other words, it has depended on other people's money. Now, as Mrs. Thatcher warned, that money is running out. In the second quarter, the economy contracted by 1.4%. The Buenos Aires-based think tank Foundation for Latin American Economic Research (known by its Spanish initials FIEL) is forecasting 2012 GDP growth of only 1.5%. Inflation is estimated by independent economists at almost 25% annually. As salaries are adjusted upward to compensate for the loss of purchasing power, workers are being pushed into higher tax brackets. Argentines traveling abroad now have to explain their plans to government bureaucrats if they want to buy hard currency. Add these pocketbook issues to the rising rate of violent crime, recurring corruption scandals, increasing antidemocratic efforts to silence independent media outlets and pronouncements from Mrs. Kirchner's inner circle that it wants to amend the constitution to allow her to run for a third term. The Kirchner government has also angered labor leaders by letting it be known that it plans to shift union control of hundreds of millions of dollars in health-care premiums to the government. Now the $64,000 question (405,000 in devalued Argentine pesos that only 11 years ago were on par with the dollar) is whether what looks like the national rejection of the ruling Argentine political class will turn out to be an inflection point in the 10-year, leftward drift of the country's economic policy. Let's stipulate that the only thing that unites the protesters is their discontent with the status quo. Some Argentines have always understood the short-sightedness of Kirchner economics and its dangerous consolidation of power. But many others are angry simply because the welfare state is no longer able to deliver. The sorry truth is that few opposition leaders or grass-roots organizers favor a free economy, and that means the nation remains far from any market revolution. The good news is that it now appears that Mrs. Kirchner's bid to change the constitution to allow for a third term will be defeated in congress. And unless the economy rebounds sharply, her wing of the Peronist party could suffer significant losses in the midterm congressional elections next year. Yet Mrs. Kirchner has been counted out before. In 2008, when the fallout from the U.S. financial crisis was sweeping the globe and trade financing had collapsed, she tried to raise export taxes on the agricultural sector to confiscatory levels. That provoked a rebellion among farmers who, joined by her urban opponents, managed to block the measure. Her popularity sank to 20%. Economic growth slowed to 0.9% in 2009. Thanks to the U.S. Federal Reserve's generous money creation, however, commodity prices boomed in 2010 and "la presidenta" again had the wind at her back. GDP growth that year was 9.2%. In 2011, when she ran for re-election, it was 8.9%. A similar resurgence in economic activity or some other surprise might save Mrs. Kirchner. But for now she is making Mrs. Thatcher look downright prescient: The country's risk profile is climbing and its reputation for honoring contracts sinking to new lows after the government seized control of the oil company YPF from Spanish parent Repsol REP.MC +2.84% this year. There is little doubt that something happened on Nov. 8, notwithstanding the government's estimate that only 70,000 turned out to protest. "What you should bear in mind is that this crowd was, by far, the largest seen since the democracy was recovered in our country in 1983," Julio Saguier, president of the La Nación corporation, which publishes the daily of the same name, told me from Buenos Aires on Wednesday. Unfortunately the parallels between this government and the military dictatorship that was finally defeated at that time do not end there.
